Click the Search button. Type Settings in the search bar and choose the Settings option, as the following image is showing.
As soon as you will choose the Settings option, the following screen will appear:
Now select the Accounts option, as highlighted in the above image. After choosing the Accounts option, the following screen will appear.
As you can see that the screen is divided into two parts. Select the Sign-in options from the left side of the screen as highlighted in the above image. Scroll down the screen and the following options will appear.
Turn off the toggle button named Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart.
It will stop opening apps when the PC is restarted.
To stop reopening folders:
Open the File Explorer. Choose the View tab and click the Options button as the following image is showing.
As soon as you will choose the Options, the following dialogue box will appear:
Click the View tab. Uncheck the checkbox named Restore previous folder windows at logon. Click the Apply and OK button.
Now folders will not open on restarting the PC.
