    I’ve tried this procedure several times and it does nothing. Downloads folder still takes about 20 seconds to fully open. This only started happening a few days ago. Restarting the computer doesn’t help either.

      If it helps or not depends on the content that you have in that folder. If you don’t have any pictures there, then it can’t help. Windows can be quite slow when you have large amounts of files in the folder. One way to work around that is to use subfolders. e.g. create a new subfolder in the downloads folder and then move all the files that you want to keep into that subfolder.
