Type this path ‘C:\windows\system32\’ in the Open textbox and then click the OK button as highlighted in the above image. As you click the OK button, the following screen will appear.

Locate the Snipping tool and right click on it. The following menu will appear.

Choose the Send to -> Desktop (create shortcut) option as highlighted in the above image. Then a shortcut will be created on the desktop as the following image is showing.
