Click the Search button. Type Control Panel in the search box and choose the option as the following image is showing:

Choose the Visual Effects tab. Select the Custom radio button and uncheck the checkbox named Animate windows when minimizing and maximizing. As you will uncheck the checkbox, animation of windows maximizing and minimizing will be disabled.
If you want to enable it, check the unchecked checkbox.
